EPA’s 2025 report to Congress says Wyoming has not assumed Safe Drinking Water Act primacy and that EPA Region 8’s office oversees public-water-system implementation there. Wyoming’s own Water Quality Rules, Chapter 12, still set design and construction standards for public water supplies, including backflow devices. The Environmental Quality Council’s 2023 adoption package for Chapter 12 says backflow prevention devices at water service connections are inspected and certified by a certified backflow assembly tester at installation. That tester’s certification is by the American Society of Sanitary Engineers or the American Backflow Prevention Association. High-hazard nonresidential devices are inspected and tested annually by a certified backflow assembly tester. A defective device is repaired or replaced immediately, or the service may be terminated.

The adopted Chapter 12 text says residential connections are low-hazard back-siphonage connections unless a hazard classification finds otherwise. Many ordinary nonresidential buildings are low-hazard back-pressure connections unless classified otherwise. An auxiliary source is a high-hazard back-pressure cross-connection and gets a reduced-pressure principle device. Restaurants, laboratories, laundries, irrigation, and hazardous-substance sites are high hazard unless a classification says otherwise. The supplier decides and may require a survey.

A hazard classification surveyor is a person certified by the USC Foundation as a cross-connection control specialist, by ASSE as a cross-connection control surveyor, by another state program the Administrator approves, or a distribution operator who is also a certified backflow device tester employed by the supplier. Device certifications named in the text are ASSE, IAPMO, and the USC Foundation. Those are product certifications. The tester certifications named for the installation inspection are ASSE or ABPA. High-hazard backflow incidents are reported to the Department of Environmental Quality, Water Quality Division, within seven days.

A customer should ask for an ASSE or ABPA tester certification as the Chapter 12 text describes, and should tell the supplier about any auxiliary source or irrigation system because those facts change the hazard. EPA’s direct-implementation role does not erase Chapter 12. No test fee is stated in the rule text used here. The Department’s Water Quality Division is the state office named for the seven-day incident report.
