Indiana

Indiana’s cross-connection rules are in 327 IAC 8-10, and the Department of Environmental Management publishes a cross-connection control and backflow prevention manual that reprints those rules. The rule defines a cross-connection control device inspector as a person who has successfully completed training from a commissioner-approved training provider, has received a registration number from the commissioner, and has not been notified that the number was revoked. The customer must have each required device inspected or tested by such an inspector at construction or installation and at the intervals in the rule. IDEM’s manual page lists a central-office telephone of 317-232-8603.

Section 8 of the rule says the customer shall have each required device inspected or tested by a cross-connection control device inspector at installation and then on the stated intervals. Air gaps are inspected at intervals not exceeding one year. Reduced-pressure principle backflow preventers, double check valve assemblies, pressure vacuum breakers, and spill-resistant vacuum breakers are tested at intervals not exceeding one year. Atmospheric vacuum breaker backsiphonage prevention assemblies are inspected at intervals not exceeding one year. The customer shall permit access by the inspector, the public water system, or the commissioner at reasonable times upon presentation of identification.

The manual says a backflow inspector or tester completed training from an IDEM-approved provider. Testers complete an IDEM Active-list questionnaire to be listed, or they can verify a registration number on the Indiana Professional Licensing Agency website. The manual says this license does not expire. The date on that website is the year the next Active-list questionnaire is sent. IDEM may revoke or suspend a registration after a hearing for improper testing, maintenance, reporting, or another violation of 327 IAC 8-10.

The manual also says testing equipment must be tested and calibrated annually in accordance with section 10 of the University of Southern California Manual of Cross-Connection Control, tenth edition, and that an inspection tag is required after testing, calibration, or repair. The tag must show the inspector’s name, the date, and the model, serial number, and size of the device, and it must be waterproof and protected against tampering. Those are inspector duties. They are not a procedure for an owner to perform. The rule text in the manual does not say ASSE or ABPA certification replaces the Indiana registration.
